Iranians had no trouble travelling abroad, and the Iranian rial was strong enough (1 USD ~ 70 Rials, compare it to 1 USD ~ 35000 Rials now) to make foreign travel pleasant and possible for the middle class. A lot of Iranian students who studied abroad would return to Iran, as the quality of life and job prospects were good.
