Tehran would have an enviable subway if it were not for two reasons: it is small to cover the extent of Tehran and shortage of trains at peak times. So there are many areas of the city without a metro nearby yet, and between 7 and 9 a.m and 5 to 7 p.m is quite overwhelming use this form of transportation.
