What looks like a scene from “The Wizard of Oz” are actually Mammatus clouds, a meteorological term applied to a cellular pattern of pouches hanging underneath the base of a cloud.While many people believe that the Mammatus clouds extend downward to form tornadoes, that is not actually true. They are composed primarily of ice and can remain in the sky for around 15 minutes at a time.
