Rouhani’s pledge to restart international dialogue regarding Iran’s nuclear activities was fulfilled in early November with the opening of talks between Iran and a group comprising the United States, China, Russia, France, Germany, and the United Kingdom (known collectively as the P5+1). By the end of the month, an interim agreement had been reached that eased sanctions on Iran and placed a variety of restrictions on the nuclear program.
