Between 2003 and 2005 Rouhani led the Iranian delegation in negotiations with the International Atomic Energy Agency and the international community regarding Iran’s nuclear energy program. In that position he developed a reputation among Western diplomats for moderation and pragmatism, but some hard-liners in Iran objected to Iranian concessions that included increased inspections and a temporary suspension of uranium enrichment.
