His fondness apparently began when he was running for governor of California in 1966 and wanted to give up pipe smoking. Reagan's association with the tiny treats was so strong that the Herman Goelitz Candy Co. made sure the White House was well-stocked throughout his presidency. According to the Reagan Library, his favorite flavor was licorice.
