The institutional framework of the Yushin (“Revitalization Reform”) order departed radically from the Third Republic. The National Conference for Unification (NCU) was created “to pursue peaceful unification of the fatherland.” The conference was to be a body of between 2,000 and 5,000 members who were directly elected by the voters for a six-year term. The president was the chairman of the conferenc.
