As the protests spread across Romania, the regime’s response grew increasingly desperate. Ceaușescu attempted to quell the unrest with promises of reforms and concessions, but these efforts were too little, too late. On December 21, 1989, he delivered a speech in Bucharest, attempting to rally support and dismiss the protests as the work of foreign agitators. This speech, however, backfired spectacularly as it was met with boos and jeers from the crowds, marking a significant turning point in the revolution.
