The Espionage Activities and the China Connection
Gowadia’s espionage activities primarily centered on the People's Republic of China (PRC), with whom he entered into a secret partnership. Between July 2003 and June 2005, he took at least six trips to China, using various aliases, to provide what U.S. prosecutors called "defense services." This work was explicitly aimed at assisting the PRC in developing a new stealth cruise missile system. Gowadia leveraged his classified knowledge from the B-2 program to design a low-signature exhaust nozzle for the Chinese cruise missile, which was capable of rendering it resistant to detection by infrared missiles. In exchange for his services, which included design work, test support, and analysis, Gowadia was paid approximately $110,000, a sum he reportedly used to pay off his mortgage.
