Finland

Given its proximity to and history with Russia, you might expect Finland to suffer similar sorts of democratic failings as other Russian neighbors (the three Baltic states – Latvia, Lithuania, and Estonia – don’t make the top 20; Ukraine and Belarus probably don’t make the top 100). Well, you’d be wrong, and probably not for the first time either. Despite being part of the Russian Empire up to the end of WWI, Finland has far more in common with its Nordic neighbors.
