Unfriendly Neighbors :- Countries that have unfriendly Neighbors all around cannot afford to have an invasion. Thus by having a strong paramilitary force, they can evade an invasion. E.g. Israel in the Middle East is surrounded by unfriendly Neighbors and thus needs a strong paramilitary force which can be provided by conscription.
