 
 
 The political importance of Hamas prisoners is most dramatically revealed during prisoner exchange negotiations. For Hamas, securing the freedom of its members and other Palestinian prisoners—especially those serving long sentences—is a primary strategic objective and a massive domestic propaganda victory. Historically, these exchanges, such as the 2011 deal for Gilad Shalit, have seen the release of hundreds or even thousands of Palestinian prisoners, many of them senior Hamas members, for a single Israeli captive. This disproportionate ratio highlights the value Israel places on its own citizens and the intense leverage that the imprisoned population provides to the militant group.
